How business text messaging registration works with QuorumVoice — requirements, timelines, and current pass-through fees.

What Is 10DLC?

10DLC (“10-Digit Long Code”) is the system US wireless carriers use to sanction business (application-to-person, or A2P) text messaging sent from standard local phone numbers. Before 10DLC, business texting from local numbers was technically person-to-person traffic — heavily filtered, throttled, and frequently blocked. Under 10DLC, businesses register who they are and what they send, and in return carriers deliver their messages at commercial volumes with far less filtering.

Registration is administered by The Campaign Registry (TCR), a central database used by AT&T, T-Mobile, Verizon, and other carriers. Every business that texts through QuorumVoice must have a registered Brand (who you are) and Campaign (what you send). Unregistered A2P traffic is subject to carrier blocking and per-message violation fines — registration is not optional.

How Registration Works with QuorumVoice

QuorumVoice handles the registration workflow for you through our telephony provider, Telnyx, which submits your Brand and Campaign to TCR and the carriers. SMS capability is included on the Pro and Portfolio plans, and the one-time $49 setup fee covers our handling of this process. The steps:

  1. Brand registration.We register your organization's legal identity: legal business name, EIN, business address, entity type, and website. Sole proprietors without an EIN can register through the sole-proprietor path, which has lower fees but strict volume limits.
  2. Campaign registration. We describe your messaging use-case (for example, customer care or account notifications), provide sample messages, and document how contacts opt in and out. Carriers review and approve the campaign.
  3. Number assignment. Once the campaign is approved, your QuorumVoice phone numbers are attached to it and texting is enabled.

Timeline. Brand registration is usually instant to a few days. Campaign review by carriers typically takes a few days to three weeks depending on use-case and review queues. QuorumVoice does not control TCR or carrier review timelines and cannot guarantee approval.

Registration Fees (Pass-Through)

The fees below are charged by The Campaign Registry and wireless carriers — not by QuorumVoice — and are passed through to you at cost, as invoiced to us through Telnyx. They are assessed per submission and are non-refundable, including when a registration is rejected (see our Master Service Agreement, Section 7). Carriers and TCR adjust these rates from time to time; this page reflects the rates we are currently invoiced.

The recurring monthly campaign fee for your registered use-case is included in your Plan's cost of service — you do not pay it separately. One-time brand and campaign submission fees (including any resubmissions after a rejection) are passed through per submission. Carriers also assess small per-message surcharges on delivered SMS; these are reflected in your Plan's included SMS allotment and overage rates rather than billed as separate line items.

What We Need from You

Carrier reviewers verify everything against public records — accuracy here is what gets campaigns approved on the first pass:

  • Legal business name and EIN exactly as registered with the IRS (letter-for-letter — mismatches are the #1 cause of rejection).
  • Business address and entity type (LLC, corporation, nonprofit, sole proprietor).
  • A live website that clearly identifies your organization and links to a privacy policy.
  • How contacts opt in — where and how a contact agrees to receive texts (QuorumVoice's contact verification flow captures and records this consent for you).
  • What you'll send — a plain description of your messages (e.g. “maintenance updates, dues reminders, and replies to resident inquiries”) and representative samples.

How QuorumVoice Keeps You Compliant

Compliance is a shared effort with a clean split: the platform automates everything that can be automated, and you own the things only your organization can control.

Handled by QuorumVoice

  • Registration, end to end. We prepare and submit your Brand and Campaign through Telnyx and track carrier review — you never deal with TCR directly.
  • SMS stays off until approved. Outbound texting is not enabled until your campaign clears carrier review, so you can't accidentally send unregistered traffic.
  • Automatic opt-out handling. STOP, UNSUBSCRIBE, and similar keywords are processed instantly; START re-enables. Opt-outs apply platform-wide, immediately.
  • Opted-out contacts can't be texted. The platform refuses outbound SMS to any opted-out number — it's enforced in the send path, not left to memory.
  • Consent capture and records. Our contact-verification flow obtains and stores each contact's opt-in consent, timestamped, so you can prove it later.
  • A complete audit trail. Every message — inbound and outbound — is logged with timestamps and delivery status on the contact's timeline.
  • Fee handling. Monthly campaign fees are bundled into your Plan; one-time pass-through fees are itemized at cost, never marked up.

Your Responsibilities

  • Accurate registration details. Legal name and EIN letter-for-letter as the IRS has them, and a live website with a privacy policy.
  • Get opt-in before you text. We record consent, but obtaining it — before the first message — is on you.
  • Stay on your registered use-case. Send the kind of content your campaign described; off-use-case traffic is the fastest route to carrier suspension.
  • Keep content clean. No prohibited categories (SHAFT: sex, hate, alcohol, firearms, tobacco/vaping) or high-risk content like payday lending — regardless of registration.
  • TCPA beyond the platform. Quiet-hours etiquette and prior express written consent for marketing messages remain your legal obligations (see MSA Section 8).
  • Tell us when things change. A new legal name, website, or messaging use-case may require re-registration — let us know before the old details go stale.

If a carrier suspends or revokes a campaign for violations, re-registration requires new submission fees, and QuorumVoice may suspend SMS features while the issue is resolved.
